Instruments & laboratory equipment NAICS Code: 334 -- Computer and Electronic Product Manufacturing/334516 -- Analytical Laboratory Instrument Manufacturing SOLE SOURCE REQUIREMENT: This analyzer will be used to implement the 2010 NO2 NAAQS monitoring requirements. This instrument will also be used in the upcoming international KORUS-AQ field study. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Resource Management (OARM), Emergency Response Service Center (ERSC)- Headquarters, on behalf of the Office of Research and Development (ORD) in Durham, NC under the authority of FAR Part 6.302-1 and using NAICS Code: 334516 intends to award a sole sourced purchase order to Teledyne Advanced Pollution Instrumentation (hereinafter called Teledyne) for the purchase of a T500U CAPS NO2 Analyzer to include a one year extended warranty, mounting, calibrations, communication and other miscellaneous items. Teledyne is the only manufacturer capable of producing the required instrument that is identical to instruments already in the possession of the EPA. In order to maintain consistency and avoid bias in the field data collected, an identical instrument must be purchased. This analyzer is the only analyzer known to EPA to be designated as an FEM and EPA is now evaluating it for use in near roadway monitoring environments which will inform the implementation of the 2010 NO2 NAAQS monitoring requirements.
