Solicitations are ONLY available through download from FedBizOpps at www.fbo.gov.  All offerors are ineligible for award unless registered in SAM www.sam.gov with completed  and up to date representations and certifications for the NAICS code 541511, Size Standard $27.5 MIL.  Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003).
