Maintenance, repair & rebuilding of equipment NAICS Code: 332 -- Fabricated Metal Product Manufacturing/332710 -- Machine Shops The Naval Undersea Warfare Center, Newport, RI, intends to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with firm fixed pricing to Titanium Fabrication Corporation (Ti-Fab) for the repair and restoration of Submarine High Data Rate (SubHDR) Mast Tubes (Raytheon G745259). Statutory Authority 10 U.S.C. 2304(c)(1): One Responsible Source. It is anticipated that a maximum of 20 repairs and restorations will be ordered in a given year. The NAISC code is 332710; size standard is 750 employees. This is a follow-on to N66604-08-D-1612 with Ti-Fab. Ti-Fab is the sole manufacturer and distributor of the titanium Mast Tubes. The Mast Tubes are a vital part of the SubHDR Antenna System and have already gone through extensive development, functional and environmental testing as well as being approved by the Government for incorporation into the in the SubHDR Antenna System. Only Ti-Fab, the original equipment manufacturer, can repair the Mast Tubes to their original fit and functional capabilities without incurring retooling expenses and Government acceptance testing. Ti-Fab continues to produce new SubHDR Mast Tubes for new systems. The specialized measurement tooling and measurement devices developed for manufacturing Mast Tubes is owned by Ti-Fab and is necessary for the repair of the existing tubes. As such, Ti-Fab is the only source who possesses the knowledge and expertise required to perform the necessary repairs and restorations without substantial duplication of cost and unacceptable schedule impact. The proposed contract action is for materials and services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
