(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 


(II) Solicitation W912JB-15-T-4151 is issued as a Request for Quote (RFQ).
  
(III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-83-2. 


(IV) This requirement is being issued as a 100% small business set aside.  The associated NAICS code for this acquisition is 314999; FSC 1680; Small Business size standard is 15mil. 


(V) SCHEDULE OF SUPPLIES/SERVICES:
A10 Engine Covers: Aircraft engine covers consisting of 22 individual intake covers and 22 individual exhaust covers, both black,  made of long lasting, durable material for all weather conditions, screen printed with durable ink logo.  On the intake and Exhaust each will read "Remove Before Flight". Two different Full Color Logos split equally with one set having a different logo. The Exhaust cover will have the aircraft number ###. Matching front and rear covers are connected by strong, non-twisting straps, easy to install and remove by one person. High resolution images will be provided after award. Drawing and/or specifications to be submitted with quotes


 (VII) FOB point is Destination to Selfridge Air National Guard Base, MI 48045


(VIII) The provision FAR 52.212-1, Instructions to Offerors, Commercial in its latest edition applies to this solicitation.


(IX) Quotes will be technically evaluated for conformance with the requirements of paragraph (V). Technical acceptance will be determined on a pass/fail basis. The government intends to award a contract to the lowest priced technically acceptable quote without discussions.  The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. 


(X)  Offerors are to include a completed copy of the provision at 52.212-3 Alt 1, Offeror Representations and Certifications - Commercial Items with their offer.  This can be completed electronically at https://sam.gov/. 


(XI)  The clause FAR 52.212-4, Contract Terms and Conditions - Commercial Items in its latest edition applies to this solicitation.
