The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, intends to enter into negotiations, on a sole source basis, with Hottinger Baldwin Measurements, INC., 19 Bartlett Street, Marlborough, MA 01752-3014, to procure a HBM 3 channel Data Acquisition System including data acquisition cards and functional software. The purpose of this procurement is to use for high temperature superconducting (HTS) magnetics testing.
Based on market research, the HBM Genesis series is the only DAQ available that can install MATLAB to process data in real time with the system under test. Currently there are modeled data of the systems under test in MATLAB. This DAQ allows for the load test profile scenarios simulated in MATLAB to run on the real hardware. No other DAQ can perform this capability.
This requirement is only available from Hottinger Baldwin Measurements, INC., which is the one and only source that can meet the Government's requirements and the proposed action cannot be processed on the basis of full and open competition.
The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. A Firm Fixed Price contract is anticipated.

This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
