Lucci, Chief, Contracting Office Email: daniel.lucci@us.af.mil Phone: 412-474-8119 Place of Performance: 2375 Defense Avenue, Coraopolis, Pennsylvania 15108 The 911th Airlift Wing, Pittsburgh IAP ARS, Coraopolis, PA has a requirement for a LED Display unit and this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as upplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation reference No. FA671215T0001. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-79. This is a 100% small business set-aside and the associated NAICS code is 339950 and the size standard is 500. Description of requirement for the item to be acquired is as follows: The work covered consists of furnishing all labor, tools, parts, materials, software and hardware, and equipment necessary to furnish and install Electronic Message Center, outdoor type, double-faced full color, weatherproofed, thermostatic controls, capable of showing graphics and animations, time and temperature on full matrix display. Aluminum construction, mounted on new high strength steel frame, with stainless steel fasteners, black exterior finish. LED message center will be 48 rows by 192 columns of LED pixels. Cabinet size is estimated at 3’10” high X 13? wide. Location: The work described is located at the 911th Airlift Wing (AFRC), near Building 206 Base Billeting Office. Detailed drawings and specifications will be supplied for approval prior to fabrication. All work shall be accomplished by the contractor during normal duty hours unless specifically permitted otherwise by the Contracting Officer. The normal duty hours are 0730 to 1630 hours, Monday through Friday, except for official Government holidays. Salient features include double faced outdoor full color message display (capable of different messages per side). Size 48 rows wide by 192 columns of LED pixels, line and column spacing 20mm. Character height 5.5? (7 pixel font), pixels 1 red, 1 green, 1 blue. Maximum brightness RGB 9,500 nits, lifetime (.5 brightness) 100,000 hours. Color capability 68 billion colors, horizontal viewing angle 140 degrees, horizontal reading angle 160 degrees, vertical viewing angle 70 degrees, vertical readability angle, 90 degrees, minimum viewing distance 45?. SF display configuration. Sequential programming, warranty: 5 years material, (1 year labor & material), software service and V4 upgrade to existing Daktronics Venus 1500 Version 3 operating on Windows Vista display unit. Communications via fiber direct wired to the display over existing network. Display upgrade to include fiber media convertors in both the original and new display in order to use existing fiber cable with new unit. Provide 3 copies of software. Field service technician’s service calls: Max response time NTE 48 hours, same for parts. Existing multi mode fiber description is DX06-0505 W Series 6.25/125UM Ultra Fox Plenum Tyhpe PFNP (UL). Training: Maximum 8 hours. Additive/Alternates are (1) Trench approximately 18? to 24? deep from the existing display to the new display location; install 2 runs of 1? pvc conduit for power and data lines, and to the existing display. Include electrical wire, conduit, fiber or Ethernet cable and labor. Distance approximately 150 feet. (2) Concrete base to include digging foundation 13 feet wide by 22? across by 3 feet deep to contain 3 pieces of steel tubing. Top of concrete to be above grade approximately 12?. Each display face is to be installed on top of the concrete base with each face to be bolter to the steel tubing. Foundations to have rebar and use fiber reinforced concrete. Delivery is 90 calendar days after award, FOB point. The anticipated award will be a Firm Fixed-Price Contract.
