ELECTRICAL EQUIPMENT NEEDED
One (1) Electrical Coil Tester: Baker AWA 2.2 Instruments & laboratory equipment NAICS Code: 334 -- Computer and Electronic Product Manufacturing/334416 -- Capacitor, Resistor, Coil, Transformer, and Other Inductor Manufacturing Solicitation Number: FA8126-15-Q-0027 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. All responsible sources may submit a quotation which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the government. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract for the acquisition of material listed below. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes, prices submitted, and the availability of funds. Requirement Overview: One (1) Electrical Coil Tester: Baker AWA 2.2 Delivery Information: FOB Destination, Tinker AFB, OK NOTE: offers with FOB Origin do not meet the terms and conditions of this solicitation Inspection and Acceptance: Inspection and acceptance of the service will be performed at Tinker AFB, OK. Required Registration by all Contractors: In accordance with FAR 52.212-3, Offeror Representations and Certifications Commercial Items, it is mandatory that all offerors wishing to be considered for award must be registered with: System for Award Management (SAM) (www.sam.gov) NOTE: Contact the Vendor POC on the website for information and guidance regarding these registrations FAR 52.212-1, Instructions to Offerors Commercial Items FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical: quote must be rated as technically acceptable to be eligible for award a. Quotes are determined technically acceptable by the following: i. Offeror must be able to provide one (1) Baker AWA IV-2.2 winding analyzer. ii. Offeror shall ship, deliver, and locate the unit inside the following address: 1. Should one of those three (3) proposals not be found technically acceptable, the next one (1) lowest priced Offeror will be reviewed for technical acceptance. The lowest price technically acceptable quote that conforms to the RFQ may be selected for award. In order to be technically acceptable and conform to the RFQ, the vendor must propose exactly in accordance with the item description reflect below-no deviations will be accepted. Vendor must provide a quote for each individual line item and a total price amount. Failure to do so will result in vendor being found ineligible for award. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
