US Department of Energy, Western Area Power Administration (WAPA), Desert Southwest (DSW) Region located in Phoenix, Arizona is conducting market research to identify potential small business sources (including 8(a), veteran-owned small business, service-disable veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business concerns) with the capacity and technical capability necessary to successfully perform the requirement described herein.
No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Any resultant contract is anticipated to be one (1) year base period and four (4) one-year option periods. Projects will be issued to the A-E firm by task orders against the awarded contract. The Government anticipates the award of task orders valued at approximately $6 million per year for the base year and for each of the four one-year option periods with a total not to exceed (NTE) cost of $30 million throughout the life of the entire contract. Task orders will be issued as the need arises during the course of the contract period. The requirement fall under the North American Industry Classification System (NAICS) code 541330, "Engineering Services." Interested firms must demonstrate in their capability statement that they are qualified to perform the work under this NAICS code. DSW covers various regions over a large geographical within Arizona, and along the borders of Arizona, Nevada and California.
DSW requires Architect-Engineer (A-E) Services. The work will cover all engineering disciplines, architectural, surveying, geotechnical, and environment services. Work may consist of site investigations, design analysis, project design and specifications preparation, cost estimates, hazardous material evaluation, testing, commissioning, as-built drawings, telecommunications and power system studies associated with high-voltage power transmission lines, substations, and related facility projects. Work for DSW will emphasize surveying, architectural, civil, mechanical, and structural disciplines.
Respond to this Sources Sought by October 1, 2014; 2:00 P.M. (PDT). Responses should include: (1) Business Name and Address, (2) Point of Contact Name, Phone Number, email address, company website (if applicable), (3) DUNS and NAICS code(s), (4) Type of Business: 8A, HUBZone, Women-owned, Service Disabled Veteran-Owned, etc, (5) provide DSW with a detailed capability statement and/or relevant past performance history documenting its ability to perform similar requirements. It should also identify appropriate levels and types of expertise in a manner that demonstrates its understanding of the requirement. Provide a plan for establishing, organizing, staffing the contract.
