The Internal Revenue Service (IRS) intends to conduct a sole source procurement to eBRP Solutions, 7895 Tranmere Drive, Mississauga, ON L5S 1V9, for maintenance of the Toolkit Suite Software. The Period of Performance will be 10/01/14 through 09/30/2015.
The Toolkit Suite software currently being utilized for disaster planning, response, and risk management is a commercial off the shelf (COTS) application from eBRP Solutions, Inc. the original equipment manufacturer.
SPECIFICATION:
The contractor shall provide maintenance support as follows:
Accessibility to unlimited users, thereby eliminating the need to acquire additional user licenses should the need arise;
Software upgrades, that include improvements and enhancements, as charted on the contractor's commercial release roadmap and delivered as part of the normal software maintenance, and are consistent with all previously delivered functionalities.
This is not a Request for Quote and no solicitation will be publicized. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements." The NAICS is 541519.
This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may provide a written response to this Notice, to be received by the IRS no later than 1:00 P.M., September 19, 2014. Responses that clearly demonstrate the ability to meet all requirements and that it is more advantageous to the Government will be considered. However the final decision lies solely with the Government in this matter. Any questions should be directed to Margaret Baker, Contract Specialist, in writing, via e-mail:Margaret.Baker@irs.gov. If no written responses are received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government. IRS will negotiate and award a contract on a sole source basis to eBRP Solutions.
