Stock Identity of Bottlenose Dolphins Natural resources & conservation services NAICS Code: 541 -- Professional, Scientific, and Technical Services/541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) NOTICE TYPE: Pre-solicitation NAICS: 541712 - Veterinary Research and Development Laboratories or Services Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marin Fisheries Service, Silver Spring, MD, is soliciting a requirement for services for stock identity of bottlenose dolphins that have stranded during the ongoing Unusual Mortality Event (UME) along the U.S. Eastern seaboard through the use of photo-identification. Award of a firm fixed price purchase order is anticipated utilizing Simplified Acquisition Procedures. The associated NAICS code is 541712 which has a corresponding size standard of 500 employees. The Federal Supply Class is F020. The total period of performance for all work specified in the Statement of Work is Date of Award through September 30, 2015. Solicitation number EA-133F-14-RQ-0949 will be issued August 8, 2014 via FedBizOpps at www.FBO.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. The solicitation will close August 20, 2014. The Government anticipated awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation will be most advantageous to the Government, considering technical approach, previous experience, past performance, and price. All responsible sources may submit a quote which shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. Quotes must be submitted via electronic means (e-mail) by 12:00PM August 20, 2014; any award resulting from this RFQ will be made based on the evaluation criteria specified in CAR clause 1352.213-70, Evaluation Utilizing Simplified Acquisition Procedures. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (3) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (4) Price.
