CLEAN ENERGY WIND TURBINES SOUGHT
-Grid Tied, Wind Turbine power production construction, 15KW, 1 each with 1 each Optional additional (optional unit), at Comalapa Airport, San Salvador, El Salvador, 150 calendar days construction time. Construction of structures and facilities NAICS Code: 333 -- Machinery Manufacturing/333611 -- Turbine and Turbine Generator Set Units Manufacturing The supplier shall furnish all equipment, materials, and any other items necessary for the installation of a complete and usable off- grid Vertical Axis Wind Turbine. The anticipated award will be on or about Sep 30, 2014. This contract is considered firm fixed-price. 1.1. Base Bid: Provide all material to install a complete and usable 15KW off grid Vertical Axis Wind turbine System includes of all wind turbines, inverters, combiner boxes, fuse boxes, disconnect boxes, wind ground mounted racks, and 600 feet of wiring (200 feet for each color). The system shall be composed of a three 5 KW Vertical Axis Wind Turbine (VAWT). 1.1.1. Bid Option # 1 Provide all material to install an additional one 15 KW off grid Vertical Axis Wind Turbine (VAWT). This system shall complement the Base Bid. System includes of all wind turbines, inverters, combiner boxes, fuse boxes, disconnect boxes, wind ground mounted racks. 1.2. The performance period is based on calendar days and shall not exceed 150 calendar days. This acquisition is subject to the availability of funds in accordance with FAR Clause 52.232-18. The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) acquisition which will be cited in the solicitation. The period of performance of this contract is based on 150 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction magnitude for this project is between $250,000 and $500,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 15 July 2014. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in El Salvador, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
