Construction of structures and facilities NAICS Code: 237 -- Heavy and Civil Engineering Construction/237990 -- Other Heavy and Civil Engineering Construction The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the construction of the River Chamber Completion, Monoliths M-22 to M-27 at Charleroi Locks and Dam, Monongahela River, PA. The major features of the requirement are identified below: Construction of the River Chamber Completion, Monoliths M-22 to M-27, consists of building steel cofferboxes in order to construct the new reinforced concrete Middle Wall monoliths numbered M-22 to M-27, fabrication and installation of precast concrete culverts within the Middle Wall cofferboxes, relocating the electrical and dam control utilities from the lock side to the dam abutment side including construction of a new elevated platform supporting a new temporary electrical generator, areas of partial and complete removal of the existing river wall and fixed crest weir concrete sections using in-the-wet methods, modifying existing sheet pile structures, removal of a sheet pile structure, stabilization of existing lock walls, instrumentation installation, and instrumentation monitoring. The work is to be performed using a combination of in-the-wet and in-the-dry construction methods. The lock wall monoliths will be built using a combination of tremie concrete and cast-in-place concrete within a cofferbox. The precast concrete culverts are three sided culverts and are to be fabricated off site at a commercial precast fabrication facility. Onsite fabrication of the precast concrete culvert will not be permitted. The M-22 to M-27 New Middle Wall section is approximately 260 feet by 35 feet in plan and is located riverward of the downstream end of the existing Middle Wall for the land lock chamber. Construction of the lock wall involves underwater excavation of both soil and rock; heavy lifting and placement of the precast culverts from a floating plant; sheet piles, king piles and associated steel waler and strut installation for cofferbox construction from a floating plant; drilled shaft foundations; as well as operation and maintenance of the Government owned Concrete Batch Plant, concrete delivery system, and ancillary items. Maintenance of the batch plant will include repair and/or replacement of various items necessary for continued operation of the plant. Disposal of suitable excavated materials and concrete rubble without embedded ferrous material will be required. The offloading area at Victory Hollow (VH), approximately 7 miles downstream of Charleroi Locks and Dam, will be utilized to stockpile and dispose of the suitable materials from the construction activities. Ferrous and other construction waste material will be disposed at a commercially permitted facility licensed to accept the waste or recycled if applicable. Construction work will occur in close proximity to waterway traffic. The existing landside lock chamber is currently operated 24 hours a day, 7 days a week. Maintaining unimpeded access (to the extent possible under this contract) of this facility to waterway traffic and maintaining stability of the existing middle wall are underlying goals of this contract. Environmental protection will include requirements to remain in compliance with the existing NPDES permitting at both VH and the Concrete Batch Plant. The magnitude of the project is between $25,000,000 and $100,000,000. This procurement will be advertised on an Unrestricted basis. The Invitation for Bid (IFB) will be issued approximately May 27, 2014 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored.
