The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) ViaSat KG250X Network Encryptor, part number 1101000 (Quantity - 3 each). This requirement is sole sourced to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009 due to unique capability. This unit is the only known unit that is a small portable encryption device (dimensions (WxHxD) 4.45 x 1.52 x 7.96 in, weight 2.8 lbs.) that is compact, light weight, and is able to withstand high vibrations and temperature swings (has operating temperature of -40 to +60'C). The design effort has been finalized and it would require significant monetary and time investment to redesign the payload to accommodate a different encryptor. Any firms believing that they can provide this item may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the item without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
