This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation no. AG-81J8-S-14-0707 is issued for a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This procurement is 100% set-aside for small business. The NAICS code is 541360; small business size standard is $14.0M average annual receipts. The USDA, ARS, Arid-Land Agricultural Research Center requires image processing, as follows: Provide image processing of 3 Landsat scenes, 2 scenes per year, for the available record (1984-2014) of Landsat 5, 7, and 8. Provide images for NDVI and total cover (green and senescent vegetation) for the time periods with the minimum and maximum total cover each year (before and after the summer growing season). The processed imagery, in GeoTIFF format. Select the average dates of minimum and maximum total cover using MODIS 8 day time series 2000-2013 for each Landsat image 2. Select the best available Landsat image from Landsat 5, 7, or 8. 3. Verify geometric rectification 4. Convert digital numbers (DN) to radiance 5. Convert radiance to surface reflectance using 6S 6. Assess clouds using automated cloud-cover assessment (ACCA), select another image within 6 weeks of date for gap-filling of pixels determined to be clouds 7. Assess shadows for gap-filling of pixels determined to be shadows of clouds found in step 6 8. Calculate NDVI, SATVI, and Total Cover % for all available images and provide on disk or hard drive.
