The Naval Surface Warfare Center, Carderock Division (NSWCCD) is soliciting offers on a small business set aside basis to provide a programmable DC loader to discharge the Energy Storage Module battery during a series of electrical safety device tests in accordance with NAVSEA TM S9310-AQ-SAF-010, Batteries, Navy Lithium Safety Program Responsibilities and Procedures. These tests are required to issue a limited safety approval for use at the Land Based Engineering Station (LBES) in NSWCD Philadelphia in accordance with NAVSEAINST 9310.1B, Naval Lithium Battery Safety Program, supporting requirements from PMS320 (Electric Ship Office).   This requirement will be competed amongst small businesses that comply with the scope of work. A firm-fixed price type contract is anticipated to result from the solicitation. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at https://www.fbo.gov contractors must be registered in the Central Contractor Registration.
