The solicitation will be for a 5-year, Firm-Fixed priced (FFP), Indefinite Delivery/ Indefinite Quantity/ (IDIQ) contract for Binocular Night Vision Devices (BNVD). This acquisition is under North American Industry Classification System code (NAICS) 334511 - Night Vision Equipment. The resulting award is not to exceed $49.5 million dollars over the 5-year ordering period with a contract minimum quantity of 10/ea BNVD systems and an estimated maximum quantity of 4800/ea BNVD (maximum quantity could change depend upon awardee prices). Delivery terms are 180 days after contract award date with delivery on a FOB destination basis. Inspection will be performed by DCMA and acceptance will be at destination, NSWC Crane, Crane IN 47501.
This is a full and open competitive acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of the following factors as described in the solicitation, product sample, written performance specification compliance, delivery schedule, warranty, and customer satisfaction. The Government intends to award to the responsible contractor whose offer the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award.
The RFP will require, as part of the proposal, 2 each product samples which shall each consist of one complete BNVD system including the COTI mount bracket and one each of both types of battery packs. The product samples must be fully compliant with all specifications as stated in the Performance Specifications and referenced in the Statement of Work.
This will be a Commercial Acquisition in accordance with FAR Part 12. The solicitation will be available on or about 25 JUL 2014 until on or about 8 SEP 2014 at the following address: http://www.fbo.gov
Contractors submitting proposals to the solicitation must be registered in the Central Contractor Registry (CCR) in accordance with FAR 4.11. To be eligible for award contractors must be properly registered in the Government's Central Contractor Registration (CCR). All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation.
