This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This is a Request for Proposal (RFP) for a NO-COST contract to locate experienced service providers capable of and interested in performing a non-personal services contract that provides the Paraglide Newspaper on Fort Bragg, NC. Responses are welcomed from all interested and capable firms. The summary of services is as follows: The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to publish and distribute up to thirty-thousand (30,000) copies of a four-section, metro-sized civilian enterprise newspaper, the Paraglide. The Government will provide a listing of editorial content to be written by the Contractor. The Contractor shall publish fifty-one (51) issues per year, weekly on Thursday. The Contractor shall provide six (6) tabloid-sized special inserts to the Paraglide, for topics selected by the Government. Every six (6) months, the Contractor shall provide the previous six (6) months of the Paraglide in hardbound book format. This action shall be conducted as a commercial service acquisition in accordance with the policies and procedures set forth in FAR Part 12, AR 360-1 (Army Public Affairs Program), and the DoD Instruction 5120.5 (DoD Newspapers, Magazines, and Civilian Enterprise Publications). Please refer to the attached solicitation for terms and conditions.
The anticipated period of the contract is 01 August 2014 through 31 July 2015 with (4) one-year option periods if exercised by the Government. The resultant contract will be a no-cost contract and the revenues generated from sale of advertisements in the Fort Bragg Paraglide newspaper by the Contractor shall constitute full payment to the Contractor.
The North American Industry Classification Systems (NAICS) Code for the requirement is 511110, Newspaper Publishers and the size standard for NAICS 511110 is 500 employees.
This requirement is unrestricted.
Questions/Answers:
1) The solicitation calls for an quote mark electronic technical proposal quote mark to be sent to you, which I assume we can do all via email. With previous contract bids, we have also submitted a bound proposal (in a binder) that included work samples and other attachments.
Answer: Bids will only be accepted via email. If the PWS requires work samples, then please provide IAW PWS. If the PWS does not require work samples for evaluation, then submitting samples is your choice but can not be used in evaluation.
2) Does the Combined Synopsis/Solicitation under solicitation number W9124714T0016 contain requirements similar to a current contract?
If possible, please provide the current contract number.
Or, is this a new requirement for the government?
Answer: Yes, the terms/conditions and expections for the upcoming requirement are similar to the current contract. The current contract number is W91247-09-H-0001 and this is not a new requirement. The upcoming requirement is a follow-on to the contract number provided.
