This procurement includes a group of items within the Federal Supply Class 2610. A list of NSNs is attached. This requirement is an unrestricted acquisition for an Indefinite Delivery Contract (IDC) for tire NSNs. Subject NSNs are under Cooperative Tire Qualification Program (CTQP), Cooperative Approved Tire List (CATL), CATL-1922. This program is for the purchase of U.S. Government Non-Military: New & Retread Passenger Car Tires, Pursuit and Emergency High Speed Tires, Light Truck Tires, Truck/Bus Tires, and Off Road Severe Application Tires (ORSA). It also includes military tires which are retread Light, Medium and Heavy Tactical Truck and Trailer Tires. CATL-1922, revised January 2014. CATL 1922 includes products qualified under ASTM Standard F1922 and SAE J2014. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.mil . Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP Customer Account by following the registration procedures or by phoning DODSSP Special Assistance Desk at (215) 697-6396/6257 (DSN: 442-6396/6257). Users not having access to the Internet may contact DODSSP, Special Assistance Desk at (215) 697-6396/6257 (DSN: 442-6396/6257) or mail request to the DODSSP, Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. The Trade Agreement Act (TAA) is applicable to this acquisition.
Current estimated annual demand quantities, FOB and Inspection and Acceptance information will be listed in the RFP. Unit of issue is each. The term will be a two-year base period with two, one-year options to be exercised at the discretion of the Government. The total duration (base plus option years) shall not exceed four years. The Small Business size standard is 1000 employees. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price and other evaluation factors as described in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency.
Amendment 0002 issued to update Procurement Item Descriptions. Attachment replaces previous version issued with the solicitation. Offerors are advised to prepare their proposals with the updated attachment.
