THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026314T0103 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73 and DFARS Publication 20140428. This solicitation is issued as 100% set-aside for Small Business Concerns. The North American Industrial Classification System (NAICS) code for this requirement is 541511 and the size standard is $2.5 Million.

MCRC has a requirement for an Active Directory (AD) Change Auditor to include mantenance and support at 3280 Russell Rd, Quantico, VA.22134-5105. The AD Change Auditor will include the following listed salient charateristics:
Tracks user and administrator activity with detailed information to notify administrators of any changes that were made, when, where, and from which workstation.
Sends critical change and pattern alters to email and mobile devices to prompt immediate action.
Captures the origination Internet Protocol (IP) address/workstation name for account lockout events to simplify troubleshooting.
Provides protections against changes to the most critical AD objects.
Removes auditing limitations and captures change information without the need for native audit logs.
Generates comprehensive reports.
Configures access so auditors can run searches and reports without making configuration changes.
Enables viewing, highlighting, and filtering of change events and the relation of other events over the course of time in chronological order across Windows environment for forensic analysis and trend identification.
Provides instant one-click access to all information on the change you're viewing and all related events.
Restores previous values on unauthorized, mistaken or improper changes directly in Change Auditor.
Searches from anywhere using a web browser and creates targeted dashboard reports.
The contract requirements, as well as all applicable provisions and clauses, for this procurement are outlined on the following pages.
The basis for award will be made on a Lowest Price Technically Acceptable with the evaluation criteria as outlined in the Solicitation.
Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Submission of quotes shall include the following: (1) Technical capabilities (to include literature and outline of experience working on manufacture item (s) being quoted. (2) Past Performance: provide two past performance reference (not more than 3 years old). Past performance references shall be similar to this requirement in scope and size. Include POC, contract number and contract amount. (3) Price: all pricing quoted shall be FOB Destination. (4) Completion of representation and certifications (FAR 52.212-3). (FARS & DFARS) (5) Signed 1449 (blocks 30a, b&c)
It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards.
All equipment will have a warranty that is in accordance with industry standards.
The NAICS code is 541511- Application Software Programing Service and the small business standard is $2.5M.
The Federal Supply Class Code is 7030 - Automatic Data Processing (ADP) Software
All equipment provided must be in accordance with and in compliance with the statement of work.
This will be a Firm Fixed Price (FFP) contract.
The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation.
The solicitation will not close prior to the annotated closing date.
