INVITATION FOR BIDS FOR
LAMTAKONG JOLABHA VADHANA PROJECT
The Electricity Generating Authority of Thailand (EGAT) hereby invites sealed bids for design,
manufacture, fabrication, shop tests, supply, delivery to Site, insurance, installation, testing,
commissioning and guarantee of the Equipment, and civil works for 2 x 250 MW Lamtakong
Jolabha Vadhana Hydro Power Plant (Units 3-4) Project.
This project is financed by EGAT’s Fund.
Scope of Works
The Works covered by the Contract shall consist of supplying all labor, material, plant and
Equipment, transportation from the point of origin to the Site, Erection and performing all
work and services necessary for the design, Supply, fabrication, Erection, welding, testing and
painting of Equipment, as shown in the Drawings and specified herein, or as otherwise
directed by the Engineer.
The Works shall also include all testing and instruments required thereof in the workshop and
on Site, spare parts and tools as specified in the Technical Specifications and material
required for initial operation, such as oils and lubricants, drawings, reports and instructions
for the Erection, operation and maintenance of the Equipment.
Testing instruments shall remain the Contractor’s property.
The provisions of the Technical Specifications shall be interpreted in accordance with the best
current techniques, taking into account operating conditions, complete with all accessories
and auxiliaries necessary for sound economic operation.
The design shall provide for maximum degrees of reliability and availability, convenience of
operation, easy maintenance, neat and orderly arrangement, taking into account the functional
requirements of the various systems, even if not specifically mentioned or shown in the
Technical Specifications and/ or Drawings.
The Equipment to be supplied under this Contract shall include but not limit in any way the
scope of the foregoing, the following items:
- Two (2) single-stage, vertical-shaft, reversible Francis pump-turbines
- Two (2) vertical shaft, three-phase synchronous generator-motors
- Two (2) Main Transformers 2
- Electrical and Mechanical Equipments
- Powerhouse civil works
Bid Security : USD 6,401,000.- or THB 190,395,000.-
Opening of Bids : September 17, 2013.
Eligibility of Bidders
Only proposal from Bidders who satisfy the following qualifications shall be accepted:
(a) The Bidder must be a firm, partnership or company duly organized, existing and
registered under the laws of his home countries.
Joint venture or consortium of firm of the above could be admitted as Bidder.
In case of joint venture or consortium of two or more firms, partnership or companies,
one of their members must have been selected as a lead partner.
(b) The Bidder must have purchased the bidding documents from EGAT. For a joint
venture or consortium, only one (1) member of the joint venture or consortium is
required to purchase the bidding documents.
In the case where the Bidder is not the purchaser of the bidding documents, the
purchaser shall notify EGAT of the name of the Bidder in writing prior to the bid
opening time.
(c) The Bidder, each member of joint venture or consortium, shall be well-established and
maintain a permanent place of business.
For the Bidder who
(a) consolidates or merges with or acquires other firm or company or business
units of other firm or company before submitting the bid, or
(b) is formed by consolidating or merging firms or companies or business units of
firms or companies before submitting the bid,
the experience records of each such firm or company can be accepted as the
experience records of the Bidder.
In addition, the pending claims of any former company shall be considered the claim
of the new company. The formation of the new company does not construe that the
new company is released from any liability for such claims.
(d) The Bidder, each member of joint venture or consortium in case Bidder is a joint
venture or a consortium, has no just or proper claims pending against him with respect
to breach in the performance of contract on other similar work. 3
(e) The Bidder, each member of joint venture or consortium in case Bidder is a joint venture
or a consortium, has no unsatisfactory performance on previous and current contract
with EGAT.
(f) The Bidder, each member of joint venture or consortium must have the sufficient
financial capability to perform this Contract. All such evidences to be submitted shall
be of his own document.
(g) The Bidder or the company the Bidder represents must have sufficient project
management and technical capabilities to perform this Contract and submit evidences
showing experiences in Hydropower Plant with commercial operation at least three (3)
projects having each project output of not less than 200 MW, provided that at least
one (1) project of which shall be Pump Storage Power Plant with commercial
operation in overseas country (not his own country).
For a joint venture or consortium, only one (1) member of the joint venture or
consortium is required to meet the above qualification.
For the Bidder who
(a) consolidates or merges with or acquires other firm or company or business
units of other firm or company before submitting the bid, or
(b) is formed by consolidating or merging firms or companies or business units of
firms or companies before submitting the bid,
the experience records of each such firm or company can be accepted as the
experience records of the Bidder.
In addition, the pending claims of any former company shall be considered the claim
of the new company. The formation of the new company does not construe that the
new company is released from any liability for such claims.
For local company who is one of the member of the joint venture or the consortium, he
shall have the experiences of Hydropower Plant in overseas country or in Thailand one
(1) project or more. The total output of all Hydropower Plant projects shall not less
than 200 MW with commercial operation.
(h) The Bidder shall submit a certificate issued by the relevant organization certifying that
the proposed manufacturer(s) of pump-turbine, generator-motor and power
transformer to be supplied under this Contract has met the requirement of ISO QA
9001:2008 or International Standard in designing and manufacturing works.
(i) The proposed manufacturers of the following equipment must have the experiences in
designing and manufacturing as following equipment;-
(1) Three (3) units or more of single-stage vertical-shaft reversible Francis type
pump-turbine which has been put into commercial operation for not less than
two (2) years. Each unit shall satisfy the conditions specified as follow:- 4
The unit rated output or input not less than 200 MW and the unit rated speed
not less than 300 rpm.
(2) Three (3) units or more of vertical-shaft reversible generator – motor which
has been put into commercial operation in overseas country (not his own
country) for not less than two (2) years. Each unit shall satisfy the conditions
specified as follow:-
The unit rated output or input not less than 220 MVA , and the unit
synchronous speed not less than 300 rpm.
(3) Three (3) units or more of three-phase power transformer having unit rated
capacity of not less than 220 MVA with rated voltage and BIL (basic impulse
insulation level) at high side of not less than 230kV and 900kV respectively
which has been put into commercial operation in overseas country (not his own
country) for not less than two (2) years.
OR
For local manufacturer, two (2) units or more of three-phase power transformer
having unit rated capacity of not less than 220 MVA with rated voltage and
BIL (basic impulse insulation level) at high side of not less than 230kV and
900kV respectively which has been operated/used in EGAT system.
For evidencing the above experiences under item (i) the Bidder shall attach to his bid,
statement of equipment supplied by the proposed manufacturer, and listing of the
unit(s)/project(s) indicating owner’s name, location, date of commercial operation,
rating, and type of such equipment.
Such evidences shall only be of the relevant proposed manufacturer’s experience.
For the manufacturer who
(a) consolidates or merges with or acquires other firm or company or business
units of other firm or company before submitting the bid, or
(b) is formed by consolidating or merging firms or companies or business units of
firms or companies before submitting the bid,
the experience records of each such firm or company can be accepted as the
experience records of the manufacturer under item (i).
In addition, the pending claims of any former company shall be considered the claim
of the new company. The formation of the new company does not construe that the
new company is released from any liability for such claims. 5
(j) The Bidder shall not be a Jointly Interested Bidder with other Bidders as from the date
of EGAT ’s issuance of the Invitation for Bid or shall not be a person who undertakes
any action as an “Obstruction of Fair Price Competition” described in Article 1.1 of
Additional Regulation attached to this Section.
(k) The Bidder shall not be named in the list of work abandoners published by the Office
of the Prime Minister, and/or in the debarment list and/or the list of work abandoners
declared by EGAT according to Article 5 of Additional Regulation attached to this
Section.
(l) The Bidder shall not have EGAT’s personnel involve in his business as shareholder
having voting right that can control his business, director, manager, officer, employee,
agent, or consultant except for the ones who are officially ordered by EGAT to act or
participate therein.
(m) The Bidder shall not be a person who is privileged or protected not to be taken any
legal proceeding under Thai Court; provided that such Bidder's government declares
that such special privilege is waived.
(n) The Bidder shall not be EGAT’s consultant or involve in EGAT’s consultancy under
this Invitation for Bids.
(o) The Bidder shall neither fail to submit the revenue and expense accounts nor fail to
present proper and complete accounts to the Revenue Department of Thailand, in
accordance with the Notification of the National Anti- Corruption Commission
Concerning Principles and Methods of Preparing Revenue and Expense Accounts of
Project between individual/ Company and Government Agencies B.E. 2554 (A.D.
2011) as amended from time to time (“the Notification”).
(p) The Bidder shall register for e-Government Procurement (e-GP) at Thai Government
Procurement website (www.gprocurement.go.th at telephone No. 662 1277386-89) of
the Comptroller General’s Department of Thailand.
The provisions in items (o) and (p) shall not apply to the case where the Bidder is a
juristic person established under foreign law having no branch office or representative
in Thailand, and the work or service is handovered or completed in Thailand, and the
payment for the work or service is made directly to the Contractor outside Thailand.
The Bidder shall submit complete evidences of the qualifications mentioned above in item (j),
(k), (l) as detailed in Additional Regulation attached to this Section.

Payment can be made by a certified cheque or money order made payable to EGAT or
by telegraphic transfer to EGAT’s current account no.109-6-01958-2 (swift code:
KRTHTHBK), Krung Thai Bank Public Company Limited, Bang Kruai Branch, Nonthaburi.
All bank charges and fees incurred by the payment of bidding documents shall be under the
buyer’s responsibility.
Bidding documents in CD-ROM will be either airmailed or airfreighted to the buyer at
EGAT’s expense upon receipt of the relevant remittance. In case the buyer requires the
bidding documents to be sent by Express Mail Service (EMS), the charge will be at buyer’s
expense.
