National Call When Needed Airtanker Services NAICS Code: 481 -- Air Transportation/481212 -- Nonscheduled Chartered Freight Air Transportation Synopsis: The intent of this solicitation and any resultant Call When Needed (CWN) Basic Ordering Agreement(s) (BOAs) is to obtain Next Generation (NG) Large Airtanker (LAT) services for wildland firefighting on a nationwide basis. The Government intends to have BOAs with multiple vendors for CWN NG LAT services. The placement of any orders is not guaranteed. The effective period of the resultant agreement(s) will be from date of award to December 31, 2019. This procurement will be 100% set aside for small business concerns. The Government will award agreements resulting from this solicitation to all Offerors who are determined to be responsible, technically acceptable, and submit fair and reasonable pricing. Offered Aircraft Requirements are as follows: The aircraft shall be turbine powered. The payload weight is based on an average of 9 pounds of mixed retardant per gallon. The minimum acceptable volume for this solicitation is 3,000 gallons (dispensable) and 27,000 pound payload capability of mixed retardant at Sea Level and ISA plus 15 degrees Fahrenheit. The airtanker will be expected to carry its maximum mixed retardant payload from all Assigned Work Locations (AWLs). "Dispensable payload" for purposes of meeting the minimum acceptable capacity is measured at sea level with zero wind and ISA plus 15C conditions and a ground roll of 6,000 feet or less (see Interagency Airtanker Board [IAB] Procedures 2013; the procedures are found at http://www.fs.fed.us/fire/contracting/airtankers/iab.htm).
