This position is located in the Public Building Services, Mid-Atlantic Region, Scranton, PA field office.

If selected for this position, you will serve as Construction Control Representative within the Public Buildings Service. In this capacity, you will be responsible for the oversight and management of construction and lease projects. Duties of the position entail:
Overseeing contract activities and resources to proactively identify, mitigate, and manage risk.
Reviewing and evaluating proposals submitted by construction contractors to support negotiations for project awards and change orders.
Reviewing inspection reports submitted by GSA and/or contractor personnel to prepare independent government estimates.
Researching and identifying costs for proposed work using industry standard estimating references and tools.
Managing all phases of assigned projects as work progresses, to include evaluating and recommending technical contract changes or modifications to the contract officer.
Managing multiple projects of various degrees of complexity with high profile agencies and adhering to extremely tight deadlines and time frames.
Preparing and developing scopes of work and/or specifications for assigned projects and within budgetary constraints.

The GS-11 salary range starts at $57,408.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
To qualify at the GS-11, you must demonstrate one year of specialized experience equivalent to at least the GS-10 level in the federal service. Specialized experience is experience applying a practical knowledge of construction and cost estimating methods and techniques; reading and interpreting contracts; using Computer Aided Drafting and design technology; assisting with the inspection of materials, workmanship, and the construction and installation of various systems; and communicating effectively both orally and in writing.
