This is a synopsis/pre-solicitation notice for (commercial) services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice.  
 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) seeks to competitively award a Firm-Fixed Price (FFP) contract, for a period of thirty six (36) months, with a one (1) year base period and two (2) one-year option periods as described in FAR 15.101-2.  This procurement is being conducted with a "Lowest Price Technically Acceptable" (LPTA) source selection methodology. The Government intends to award one (1) contract to one (1) responsible Small Business 8(a) firm whose proposal, conforming to the Request for Proposal (RFP), is considered technically acceptable, and meeting or exceeding the acceptability standards in accordance with the format in FAR Part 19.805.  


 NSWCPD has established a requirement for the following:


 The Contractor shall furnish professional access control and receptionist services at the Naval Ship Systems Engineering Station, Naval Surface Warfare Center, Philadelphia Division (NAVSEA), Buildings 4 (located at 5001 South Broad Street, Philadelphia, PA 19112-1403), 77L (located at 1000 Kitty Hawk Avenue, Philadelphia, PA 19112-1403), 77H (located at 901 Admiral Peary Way, Philadelphia, PA 19112-1403), 1000 (located at 5101 S. 18th Street, Philadelphia, PA 19112-1403), and Building 633 (located at 4850 S. 15th Street, Philadelphia, PA 19112-1403) within the Philadelphia Navy Yard.  Each access control professional will have a stationary desk in their assigned area.  Each Security Guard will be required to have and maintain a Secret Security clearance.
