This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-87-1 (3-16-2016). The solicitation number for this requirement is W91ZLK-16-T-0127. This requirement is being competed as Brand Name or Equal with Full and Open Competition. The associated North American Industry Classification System (NAICS) Code 334519 which has a business size standard of 500 employees. The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order to the Lowest Price Technically Acceptable offer. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13. 

Background: US Army Public Health Center(USAPHC) Industrial Hygienists use sampling equipment to evaluate worker exposure to air contaminants (gases, vapors, aerosols and particulates). They use direct-reading equipment to measure the concentration of air contaminants with results displayed in real time. 

Description of Requirement: This action is BRAND NAME OR EQUAL to the following:
- CLIN 0001 One (1) Gasmet Model DX 4040 Portable FTIR Multi-component Gas Analyzer
- CLIN 0002 One (1) Calcmet 4040 PRO Software
- CLIN 0003 One (1) Extended Reference Library
- CLIN 0004 Two (2) Spare Li-ion Rechargeable Battery
- CLIN 0005 One (1) Battery charger and tester for DX4040
- CLIN 0006 One (1) Transport case for DX4040 
- CLIN 0007 One (1) Spare HASP key for DX4040Pro Software
- CLIN 0008 Shipping if not included in price
This action is brand-name or equal to the above Gasmet Model DX 4040 model and any analyzer that can meet or exceed the salient characteristics required of this product will be considered. Products shall be TAA compliant.  FAR Clause 52.211-6 Brand Name or Equal applies to this acquisition. Vendors shall comply with FAR 52.211-6 if submitting other than Brand Name products.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.


The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses shall provide: 
a. Information in enough detail to show that the Contractor is able to meet the requirements of the Statement of Work; 
b. Point of contact name and contact information, company CAGE code, DUNS number, and TIN. 
c. Offerors shall submit firm fixed price proposals in accordance with the CLIN structure above.
