Electric wire & power & distribution equipment NAICS Code: 335 -- Electrical Equipment, Appliance, and Component Manufacturing/335999 -- All Other Miscellaneous Electrical Equipment and Component Manufacturing The 96 Test Group, Holloman Air Force Base (AFB), NM intends to solicit, negotiate and award a requirement for Uninterruptible Power System (UPS). Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Potential vendors should make proposals valid through 7 June 2016. Previous sources sought postings can be found on Federal Business Opportunities (FBO) webpage under solicitation number: FA2486-15-R-0324 The Contractor shall deliver the UPS meeting the specifications attached in this notice. The acquisition will be full and open between all eligible vendors. The NAICS 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing. The set-aside will be Small Business for this acquisition. The Product Service Code is 6116, Electric Wire, and Power and Distribution Equipment. Delivery will be expected within 120 days after award. Any resulting contract will be Firm-Fixed Price. Procedures in accordance with FAR Part 12 and 15 will be used. The following is the anticipated CLIN Structure for the basic requirement: CLIN 0001: Uninterruptible Power System (UPS) Description: The contractor shall deliver and install the Uninterruptible Power System (UPS), including any required new cables, electrical conduit, and other components. If possible the contractor will utilize existing wiring interfaces from the control system to circuit breaker panels. CLIN 0002: Motor-Generator Set Description: The system shall incorporate continuously running motor-generator where the generator is the final output stage and powers the load under the following conditions when the UPS is not bypassed. Any ancillary equipment required at the motor-generator shall be provided by the contractor. CLIN 0003: Batteries Description: The contractor shall quote on batteries. The specifications will be in accordance with (SOO). CLIN 0004: Removal/Disposal Description: The contractor shall be responsible for removal and disposal of the old equipment, conductors and scrap/waste generated in the performance of this contract in accordance with SOO. CLIN 0005: Input Transformer (Option) Description: The contractor shall quote on Input Transformer. The specifications will be in accordance with (SOO). The option CLINs will be awarded at the discretion of the Contracting Officer (if necessary) to achieve the required performance goals in the SOO. The offeror must provide sufficient information as to their proposed solution to determine if exercising the options are in the best interest of the Government. CLIN 0006: Concrete Pad (Option) Description: The specifications will be in accordance with the Statement of Objectives (SOO). The contractor may extend, modify, or replace the existing concrete pad if required to accommodate the proposed motor-generator, enclosure, and any required co-located ancillary equipment. The option CLINs will be awarded at the discretion of the Contracting Officer (if necessary) to achieve the required performance goals in the SOO. The offeror must provide sufficient information as to their proposed solution to determine if exercising the options are in the best interest of the Government. FAR 52.212?01, Instructions to Offeror - Commercial Items The contractor shall provide the following items with their proposal: 1. Volume I: 1.1. Provide prices for CLINs 0001 through 0006 in a contractor generated document clearly identifying each CLIN and any relevant pricing information. 1.2. The offeror shall complete pricing for all CLINs, base and option to be considered compliant. 2. Volume II: 2.1. Technical submission not to exceed 30 pages. This document shall describe the proposed items in sufficient detail allowing the Government to ascertain if all requirements are met. 3. Offers shall submit two copies and one electronic copy that can be opened with Microsoft Office programs. FAR 52.212?02, Evaluation - Commercial Items, The Government shall evaluate proposals to ensure they include the following items: 1. Volume I: 1.1. Prices for CLINs 0001 through 0006 in a contractor?generated document. 1.2. Complete pricing for all CLINs, base and option, must be provided to be considered compliant. 1.3. The Government shall evaluate the total award amount to include base and options to determine the lowest priced technically acceptable offer (LPTA). 2. Volume II: 2.1. Technical submission not to exceed 30 pages. The government may only review the first 30 pages of any submitted volume. Any requirements described outside of the 30 page limit may be determined technically unacceptable. 3. The Government shall verify that the offeror submitted two printed copies and one electronic copy that can be opened with Microsoft Office products and/or a pdf reader (i.e. Adobe). 4. Technical acceptability will be evaluated as "Pass/Fail" for each objective listed in the SOO. 5. The Government will award to the offeror that is the lowest total price to include base plus options that meets all of the requirements listed in the SOO. The 746 Test Squadron will conduct a Pre-proposal Conference on 11 Feb 2016 at Building 1256, Holloman AFB, NM, starting at 0900 (9:00 am). This is to allow interested vendors access to the current UPS in use and to observe site conditions. This will be an opportunity for industry and the Government to exchange ideas to improve the existing requirements. Attendees will need to arrive at the Visitor Center at the Holloman AFB Main Gate no later than 0800 (8:00 am) on 11 Feb 2016 to receive visitor passes. Depending on the number of vendors in attendance, the event may last until 1700 (5:00 pm). To attend the Preproposal Conference the vendors are required to submit an electronic visitor request (e-VAR) not later than close of business on 8 Feb 2016.
