NATIONAL INSURANCE PROPERTY DEVELOPMENT COMPANY LIMITED (ACTING ON BEHALF OF THE MINISTRY OF JUSTICE) REQUEST FOR PROPOSALS FOR DESIGN-FINANCE-CONSTRUCT SERVICES FOR THE CONSTRUCTION OF THE CARLSEN FIELD JUDICAL COMPLEX, INCLUSIVE OF FIXED FURNITURE, FIXTURES AND EQUIPMENT FOR THE MINISTRY OF JUSTICE, TRINIDAD AND TOBAGO. The National Insurance Property Development Company Limited (NIPDEC), acting on behalf of the Ministry of Justice (MOJ) of the Government of the Republic of Trinidad and Tobago (GORTT), invites Proponents for the provision of Design-Finance-Construct (DFC) Services for the construction of the Carlsen Field Judicial Complex. Local and Foreign Firms are invited to submit a Proposal for the above works. Applications will be evaluated according to the following basic criteria among others as requirement by this Request for proposal (RFP): i.	General Background of the Firm ii.	Financial Capability of the Firm iii.	Performance history iv.	Work experience of the Firm in performing construction services for projects of similar value and nature. v.	Qualification based on submission of required statutory certificates. Prospective Proponents should have successfully undertaken at least one(1) previous construction project with cost of at least Forty Million Trinidad and Tobago Dollars(TT$40M) over the past five (5) years. RFP Documents may be viewed without cost at NIPDEC's Head Office. 56-60 St. Vincent Street, Port of Spain by appointment only. Appointments can be scheduled by calling 625-8750 Ext. 4734. Proponents are advised that Request for Proposal (RFP) Packages will be available from the office of the company Secretary at 56-60 St. Vincent Street. Port of Spain, between the hours of 9:00a.m. and 3:00p.m. There is a non-refundable Tender Fee of TT$3,000.00 VAT exclusive, which must be paid at any bank of First Citizens Bank of Trinidad and Tobago Limited. Sealed packages must be placed in the appropriately marked box situated in the Security Booth, Late submissions will not be considered. Tender submissions will not be accepted electronically. Only Firms who have purchased packages shall be permitted to submit a Proposal. The Proposal must be accompanied by a Tender Security of Three Hundred and Fifty Thousand Trinidad and Tobago Dollars (TT$350,000.00). Please be advised that NIPDEC's criteria for the acceptance of Banks and Insurance Companies that provide surety for bonds to Contractors are as follows: a.	With respect to Banks, Bonds would be accepted where shareholders equity is at least Ten Million Trinidad and Tobago Dollars (TT$10M.) b.	For Insurance Companies, paid up capital plus free reserves must be at least Thirty Million Trinidad and Tobago Dollars (TT$30M) and certification by the Supervisor of Insurance of the Company's capacity to issue the bond and the requisite re-insurance is in place. Further note that: a.	Proponents shall bear all costs associated with the preparation preparation and submission of the Proposal: b.	Foreign Proponents are expected to comply with the requirements in the RFP packages to the extent to which such requirements are applicable to them: c.
