Professional, administrative, and management support services NAICS Code: 541 -- Professional, Scientific, and Technical Services/541380 -- Testing Laboratories This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2016008 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industrial Classification (NAICS) code 541380 with a size standard $14 million dollars. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure blood sample analysis services. Specifically, the NIDDK would like blood samples obtained from its Mechanisms of Microbial Translocation in Hepatitis C related liver disease study analyzed for metabolomics and other phenotyping and clinical assessments for HVC patients to have a more comprehensive understanding of disease progression and treatment response in a cohort of control subjects (mild disease) and patients with advanced disease. Project Background: The NIDDK is conducting the Mechanisms of Microbial Translocation in Hepatitis C related liver disease study. The overall focus is on the connections between the innate immune system and liver-related damage and repair. The clinical focus is on noncirrhotic portal hypertension, which is when a person's blood pressure rises above normal levels in the hepatic circulation of the liver for other reasons than the liver disease called cirrhosis. Patients with chronic granulomatous disease, sickle cell disease, Turner syndrome, sporadic nodular regenerative hyperplasia, hepatitis D, acute hepatitis C, and congenital hepatic fibrosis are also examined. The study cohort of 30 patients has both portal blood and peripheral blood samples (EDTA plasma) collected at a single time point, and also stool, liver biopsies and other samples for secondary analysis. A comparison between portal and peripheral blood is sought in the first instance, totaling 60 samples for each assay. About two thirds of the study samples have been collected to date and collection is expected to be completed by February 2016. As a part of data analysis, the Government prefers the following services: • Data spreadsheet, per sample including relative quantitation • Detected biochemicals grouped by pathway and super pathway • Statistical results for each group, including p value and q value, as appropriate • Written summary of 5 pages or less outlining biochemical differences • Adding special interest biochemicals to platform library for positive identification The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation.
