The Overseas Private Investment Corporation (“OPIC”) is an agency of the United States Government that supports U.S. private sector investment in new and emerging markets abroad. OPIC supports a wide range of investments, including renewable energy and clean technology projects, and is required by U.S. law to evaluate the potential environmental, health, safety and social impacts of projects is supports and to decline support for projects that, in OPIC’s judgment, would result in major or unreasonable hazard to the people or the environment of the host country. The IC will be required to sign a confidentiality agreement with OPIC. The IC will provide technical support on a time and materials basis to OPIC.
Background:
OPIC is seeking the services of an independent consultant (“IC”) to assist in the social due diligence of OPIC’s potential investment in the construction and operation of a proposed greenfield open pit phosphate mine in Guinea Bissau (the “Project”). Project-related land acquisition will result in the physical and/or economic displacement of approximately 3,500 individuals across five villages in addition to impacts on cultural heritage.
The role of the IC is to provide OPIC support in conducting due diligence of the:
• social baseline data and collection methodologies,
• information disclosure and consultation of the affected communities,
• policy frameworks, and
• proposed management and monitoring plans for the social and cultural impacts associated with the project.
