Solicitation N00421-16-T-0067 is issued as a synopsis/solicitation.  The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order.  The modifications to the Bandit II cases must be done by Flightline Electronics, Inc under the authority of FAR Part 12, FAR Part 13.  The Bandit II case is proprietary to Flightline Electronics.  Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at https://www.sam.gov/portal/public/SAM.

Award is expected 22 December 2015.  This notice of intent is not a request for competitive proposals.  However, the Government will consider all proposals received by 9:00am est., on 11 December 2015.  A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.  Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.  The Government will not pay for any information received.
