(A) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice and following Simplified Acquisition Procedures (Test Program for Certain Commercial Items) in FAR Subpart 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(B) The solicitation number for this requirement is RFQ #A16020, Operation & Maintenance of Card Readers and PIV Badge Certification, and is being issued as a Request for Quote (RFQ).


(C) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84.


(D) The Department of the Treasury intends to award a Firm-Fixed Price (FFP), sole source contract to Kastle Systems LLC for operation, maintenance and PIV badge certification in various buildings for the Department of the Treasury in accordance with the authority under FAR 13.501(a)(1)(ii), Special Documentation Requirements. The Justification and Approval for Sole Source (including brand name) Acquisitions will be made available to view on FedBizOpps (www.fedbizopps.gov) within 14 days of the contract award. A determination by the Government not to compete the proposed requirement based on responses received to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which will be considered by the agency.


(E) The associated North American Industrial Classification System (NAICS) code is 561621, Security Systems Services (except Locksmiths) with a small business size standard of $20.5 Million.
